In 1990, Arlington became one of twenty towns in King County that adopted Measure #1, which legalized casino gambling statewide; however, few people took advantage of the opportunity because gambling had not been federally licensed in Washington since 1978 and there were concerns about possible negative effects on nearby neighborhoods without casinos (such as large amounts spent on advertising). In 2000, voters passed Measure #2 legalizing marijuana use; however, PotashCorp.,the company that owned most of Mason River property along Interstate 5 where pot was growing at high levels before Measure #2 went into effect) objected to the measure because it would increase traffic congestion around their mine while making little or no cash contributions to county coffers( rather than contributing towards infrastructure projects ). Consequently, much like most other areas affected by Initiative 502 (which also includes Seattle), efforts to bring legalized marijuana into compliance with state law have failed so far despite significant investment from industry participants has been made in recent years
