The City of Arlington, Washington was founded in 1881 as a result of the consolidation of several small villages. The first permanent settler in Arlington was John Harkness, who arrived in 1872. He and his family were the first white people to live in what is now Arlington. In 1881, the town of Arlington was established by an act of Congress and named for General James Lee's wife, Lady Arlington. It covered only 3 blocks on the north side of Fairfax Street between Seventh and Eighth Avenues. The population had only about 100 residents when it was organized. Arlington rapidly grew due to its location and commerce potential. After World War I, there were mass migrations from all over the country because of wartime opportunities. The city government enacted regulations to make sure that businesses operated efficiently during wartime and created new tax incentives for businesses to expand their operations. In 1925, President Calvin Coolidge designated Arlington as a national cultural center based on its importance in American culture and its contribution to education Some believe that the designation helped create a sense of community around what is now known as Arlington County while others argue that it did nothing more than give preferential treatment to certain areas within the county
The first white settlers in Arlington, Washington were James and Elizabeth Whitman who arrived in 1814. The Whitmans founded a small cabin on the banks of the Snoqualmie River. They named their land Arlington after General George Washington, who was then commander-in-chief of the Continental Army. The Whitmans were the first white person to live in what is now Arlington County and they continued to reside there until their death in 1881.
