The original contract for the Capitol was awarded to James K. Polk, who later became president of the United States. The cornerstone of the Capitol was laid on November 15, 1849 by Chief Justice John Marshall and Senator James Buchanan. The first building of the Capitol Complex was designed by Alexander Hamilton and built from 1861-1865 with funding from Andrew Johnson. In 1865, when Congress passed the First Amendment to the Constitution, it moved into its new home in Rock Creek Park before moving back inside in 2001 after being damaged in an Oklahoma tornado
