Willson named his new community Arlington after General Robert E. Lee's Virginia home of Confederate Headquarters during the American Civil War. The town became an incorporated municipality on July 1, 1905. On January 1, 1907, Arlington annexed parts of Shoreline Village which had been established east of center in 1907 as a result of a land annexation referendum held in that year. Shoreline Village had a population of 741 when it annexed Arlington and its population increased to 10,862 on December 31, 1912 when it annexes another village located west of downtown - Northshore Village - with a population of 10,812
