In 1865, following the end of the Civil War and Reconstruction efforts across America which aimed to rebuild both sides economically and politically as well as correct social abuses such as slavery and Jim Crow segregationism throughout white America based upon skin color only—the last vestige of wealth held by slave owners—Arlington became part of Washington Territory consisting primarily of western Maryland along with parts of Oregon Territory until it became a state in 1889 when its boundaries expanded westward to include all present-day Arlington County as well as portions now belonging to Loudoun County and Frederick COUNTY). However although incorporation into the larger United States occurred on January 3rd 1889 under state law defining its borders through population growth since 1890 rather than under congressional territorial designation dating back to 1784–1785 like most other areas within the newly formed United States due primarily to waves migration from Europe during those years—it remains today an unincorporated area subject to congressional jurisdiction only pertaining thereto related matters such as boundary changes/ adjustments etc.; furthermore annexation/ incorporation into neighboring jurisdictions has also been sporadic at best over time despite repeated requests by local officials for it To happen more consistently throughout its history given its unique provisions & features involving self government via elected officials [emphasis added] . 3
