In 1836, Captain William Tatham erected a sawmill here and took out a mortgage on the mill to finance his purchase of land for Winchester. The town's growth began with the establishment of schools in Winchester in 1857 and continued through post-World War II years when it experienced substantial growth as an agricultural center. The first settlers in what is now Winchester were Captain John Winchester and his wife Anne Bedloe who arrived there on May 2nd, 1795 from Northampton Township in Pennsylvania. They all set up camp on a rise near present dayMain Street where they built their initial cabin. Fort Windsborough was establishment near where modern day Arlington Cemetery is located but it never saw any combat as British forces evacuated it before the end of the Revolution. Mrs Bedloe later married Major-General George Washington who lived just outsidearrison until his death on April 14th, 1829 leaving her property to Colonel James Monroe who donated it to the University of Virginia for use as an agricultural research station called "Monroe Farm". Burnett previously served two terms on council prior to being elected recorder following McLaughlin's retirement effective September 12th 2005 having held that office since November 2003 when she announced her candidacy for reelection but did not file to run against Burnett despite heavy media speculation she would do so given her strong political connections within government circles dating back to her time working for Mayor Harry Byrdwell from 1995-2003 where she worked directly under then-Governor Tim Kaine .
