Waynesboro is a small town in the Eastern Panhandle of Virginia. The population was 9,746 at the 2010 census. It is the county seat of Wise County. Waynesboro is located in the Shenandoah Valley region of Virginia on the borders of West Virginia and Pennsylvania. The name "Waynesboro" comes from English settlers who founded what became Waynesborough Parish in 1747. The first buildings were log cabins, built by early Methodists to meet religious needs during winter months when they could not travel to worship elsewhere. In 1829, James Witherspoon, an American politician from Kentucky, purchased land near Waynesboro and began developing it into a township. Mr. Witherspoon named his new township after General George Washington and his army's march through this area during their campaign for independence in 1776. In 1875, Waynesboro voters approved a charter for the city of Philadelphia as its municipal government had been dissolved by then-Governor Andrew Johnson because Philadelphia lacked an appropriate courthouse or other key infrastructure requirements necessary for governing its residents'. On July 1, 1875, Philadelphia amalgamated with Wayne County to form Pennsylvania's new third county; however, Philadelphia retained much of its civic functions within Wayne County until 1974 when they were transferred to newly formed Allegheny County due to growing statewide tensions over governance issues surrounding metropolitanPhiladelphia's annexation into Pittsburgh (see also Pennsylvanian Consolidation Crisis). In 1937, Route 66 reached Waynesboro when US 60 crossed the Susquehanna River at nearby Fordstown and traveled eastward through rural areas that would now be part of Waynesboro Congressional District 2 (the current day district includes parts of Butler County) before reaching Morgantown proper where it continued northeast along Interstate 81 (formerly US 20) towards Knoxville/Nashville/Memphis before finally terminating at I-81/US 26 west of Independence Hall near Lebanon Junction Boulevard outside Ofaly Park Plaza Shopping Center which opened on October 5th 1959 as local shopping center known as Gateway Mall followed by Mansfield Mall on November 7th 1960 until anchor stores Macy's and JCPenney closed their doors on December 12th 2002 following bankruptcycies; all three malls are now gone except for one building which is still useable as a business school complex called Millsaps Academy which occupies most of former Gateway mall site.. Waynesboro is a town in Chatham County, Virginia, United States. The population was 2,812 at the 2010 census. The town was founded by planters in 1777 and became an agricultural center after emancipation of slaves in 1865. Waynesboro is located on the York River. Waynesboro was originally called "Walkingborough". The name derives from the fact that early settlers walked to their farms around Waynesboro Creek. In 1777, James Robertson founded the settlement of Waynesboro on land he had purchased from the Wyandots for $2 per acre ($/acre). His heirs continued to run the area until 1814 when it passed into hands of John Rankin as part of his purchase from Captain John Smith. Rankin named his family's plantation "Rankinstown" in honor of his father-in-law, Colonel Thomas Rankin (1724–1808), who had played an important role in developing Lord Dunmore's colony at Norfolk,Virginia during the time period when Waynesboro was established. In 1865, following Confederate surrender at Appomattox Court House, all slavery in Virginia ended with Union occupation of that state. As a result of this change in policy, many slaveowners left their plantations and moved to northern states where they could continue owning slaves although they were no longer allowed to live among their former slaves. Many freedmen who remained in southern Virginia found new homes within waynesborOUGHs borders; these refugees included many black men who had been born or brought up within white households and were considered part of local society as well as future leaders such as Jno.Bryce Randolph (citizen #4284) and Drayton Sinkins (citizen #464). The first post office opened at Waynesboro on November 12th, 1827 under the name "Newport".
