Waynesboro is a small town in the Commonwealth of Virginia. It was founded on April Fool's Day, 1781, by Lieutenant Colonel George Washington and his unit of Mounted Riflemen. The town grew rapidly during the American Revolution, and by 1800 had a population of more than 1,000 people. In 1814, Waynesboro became an independent city under the terms of the Organic Act of Virginia. The city was destroyed in a fire in 1834, but rebuilt quickly. By 1870, Waynesboro had become one of the most important economic centers in central Virginia. The townsfolk built large factories and mills throughout the late 19th century; many continue to operate to this day. In 1952, Waynesboro was merged with nearby Stevensburg into what is now called "Stevensburg-Waynesboro City" government. This merger resulted in significant changes for both communities: Stevensburg became much more centralized as it absorbed all of Waynesboros' services; while Waynesboro lost its manufacturing center and most of its commercial development (though some new businesses have since been established). However, both municipalities remain politically separate today and still maintain close ties with each other through their elected officials and community organizations.

The population of Waynesboro grew rapidly during the 20th century until it peaked in 1940 with over 30,000 residents. However, after World War II it began to decline as a result of job losses in agriculture and other industries. The population decreased to 10,000 by 2000.
