By 1925, nearly all residential buildings had been erected and business activities had begun to take off with several large stores opening up during that year’s summer season such as Mr. Fenton’s grocery store (now Macy’s). The decade also saw major changes for local government with both William Byrd IV becoming governor of Virginia in 1901 and then United States Senator from Virgina (1905-1913), which led to increased development around town including new shopping districts like Main Street South which was renamed Boulevard after Byrd Avenue ran through it; Church Hill; Highland Park; Northshore Plaza developments where office space was leased out for various businesses including an insurance company; new homes being built especially along Boulevard while also private estates were bought beginning just south of downtown near UVA fraternity housing areas called Blackburne Manor Estate/Blacksmith Manor/Fenway Court/Gardner Place etc.; numerous movie theaters being built or relocated down Boulevard during this period including Regal Cinemas across from First Baptist Church on State Road 21st St., newly opened Capitol Theatre on Constitution Avenue east side opposite First Baptist church - one block north of Blvd., Warrego Drive SW leading directly to Harborview Resort & Marina - another block east across Harbord Road from Capitol Theatre - Blackwelder Lodge No 2 finally becoming operational January 1st 1927 adjacent to Warrego Drive SW corner Blackwelder Lane SW
