In 1861, Abraham Lincoln issued an executive order called "An Act to Encourage Domestic Industry" which led to a dramatic increase in manufacturing activity within the town limits; this resulted in increased employment opportunities for local citizens who began manufacturing their own goods such as shoes and wagons. With development came growth; by 1870 Vienna had a population greater than 10,000 and it became an important transportation hub on the Eastern Shore of Virginia due to its location between Norfolk and Richmond on Interstate 95."
