Koller named his new settlement "Wien" after the city in Austria where he had been born in 1678. In 1802, John Randolph (1785-1872), an American politician andldotorney from Lynchburg, became one of the first residents of Vienna when he moved there from Alexandria, Virginia with his family during the antebellum Period. In 1812, John Randolph founded what would become known as The Episcopal Church in Vienna and served as its first pastor until his death in 1828. He was followed by his son George Washington Randolph (1807-1892). In 1861, Abraham Lincoln issued an executive order called "An Act to Encourage Domestic Industry" which led to a dramatic increase in manufacturing activity within the town limits; this resulted in increased employment opportunities for local citizens who began manufacturing their own goods such as shoes and wagons. With development came growth; by 1870 Vienna had a population greater than 10,000 and it became an important transportation hub on the Eastern Shore of Virginia due to its location between Norfolk and Richmond on Interstate 95."
