Accordingly, Congress voted to establish Washington D.C., which then moved into temporary quarters in Fort Monroe until permanent buildings could be erected on Capitol Hill nearby. When George Washington died in 1799 without leaving any children behind him or any successors designated as his direct heirs according to English law (i.e., no will had been made available), more than one million Virginians clamored for ballots cast online for candidates capable of inheriting Washington's estate since no living person could be easily identified among them! Ultimately four men—John Adams(1780–1849), Thomas Jefferson(1785–1846), James Kappenberg(1800–1865) and Alexander Hamilton(1779–1827)—were chosen instead mainly because they had connections within George Washington's circle (e.g., father-in-law or brother-in-law). Howeverphanically these electors were not allowed by law either directly or indirectly—through political marriages or affiliation with other families—to participate fully in presidential elections subsequent thereto until 1952 when all U S states began allowing voting by citizens regardless of family relationship status!
