Portsmouth, Virginia is a town in Henrico County, Virginia, United States. The population was 21,846 at the 2010 census. Portsmouth was founded in 1755 as part of the Colony of Virginia by James Montresor and his wife Anne Page. In 1801 it became a state capital and was re-established as an independent city in 1907. Portsmouth is located on the Elizabeth River between Norfolk and Yorktownettsburg counties. Portsmouth is named for David Poole, 2nd Baron Poole (1685–1752), a British statesman who served as Secretary at War from 1727 to 1730 and Prime Minister from 1735 to 1740. The town's first permanent settler was Captn John Smith (c 1675–1743), who arrived with his forces during the American Revolutionary War under Colonel George Washington's command at Portsmouth in December 1775. Captain Smith's landing marked the beginning of Portsmouth's history as an important military post on the Eastern Shore ofVirginia. After America declares war against Great Britain on April 14, 1776, Captain Smith and his men organized an expedition to capture Fort Necessity on Virginian soil before withdrawing back across Hampton Roads to Fortress Loudoun near Williamsburg following their victory over British forces that day. The city of Portsmouth grew rapidly around its naval base during World War II due to its strategic location midway along both Atlantic coasts between North America and Europe— making it one of only a few U.S.-based cities not directly threatened by enemy bombing raids during that time period; however, much like many other coastal communities throughout southeastern Virginia after World War II, economic decline led to social unrest which culminated in the 1991 riots known locally as "the fall". During this time period also occurred some key milestones within Portsmouth's civic life such as incorporation as a city effective November 6th 1907;creation of governmental entities including School Board;and establishment of downtown business districts now often referred to collectively as "The Downtown." Today Navy Yard & Maritime Industries Park remains homeport for two active Naval Air Wings while Elizabeth Riverfront Park contains numerous attractions related to local maritime history & culture including USS Constitution Museum - one of three surviving warships from American Revolution!

Portsmouth is a town in Hampshire County, Virginia, United States. The population was 2,827 at the 2010 census. Portsmouth is located on the York River approximately 12 miles (19 km) east of Richmond and 10 miles (16 km) west of Norfolk. For many years it was known as an agricultural center due to its rich soil and hogs that were raised there. The first settler in Portsmouth was Nicholas Bacon in 1724. By 1800 Portsmouth had a population of 3,000 and by 1810 it had grown to 7,000. In 1814, General James K. Polk founded what would become Norfolk Naval Shipyard here and this has helped contribute to the city's nickname "The naval capital of the world." The Battle of Yorktown took place on October 19th-20th 1865 near Portsmouth during the American Civil War; Union forces under General Joseph Hooker defeated Confederate forces under General Robert Ewell. After Yorktown, Portsmouth became one of three major U.S cities with a significant industrial base: shipbuilding continued until World War II while other industries included automotive manufacturing and plastics production during postwar years growth which led to high levels of pollution from these operations downtown while also shortchanging residential neighborhoods nearby until they experienced gentrification beginning in the late 1990s/early 2000s when businesses moved out but residents kept their homes although some abandoned them due to increasing crime rates downtown along with traffic congestion which still exists today despite much promises made for improvement over time including expanding light rail service into Portsmouth proper
