The original town was formed on the tidal flats at Portsmouth Bay by surveyors from Norfolk in 1755 and was named for General John Forbes, who helped build Fort Necessity at Yorktown during the American Revolution. According to legend, when white settlers first arrived in what is now Portsmouth they built their houses on piles high enough off the water that they could not be seen from shore but low enough so that they could be repaired if necessary while underway. Today there are several small islands near downtown which were used as pile bases for early homes

Portsmouth, Virginia is a town in Hampshire County, Virginia, United States. The population was 5,812 at the 2010 census. The Portsmouth Naval Shipyard and Marine Park is located in Portsmouth. The first settlement in Portsmouth was on the James River near modern day Petersburg. In 1638, Roger Williams founded Providence Plantation in present-day Petersburg and named it after his home town of Providence, Rhode Island. In 1692, Nicholas Woodford purchased land at the mouth of the James River from William Byrd and renamed it Portsmouth after its new owner. On December 10, 1768, Commodore Johnstoun's fleet of 28 ships arrived at Portsmouth to invade North Carolina during the American Revolution. In 1894–1895 the town built a wharf to accommodate US Navy gunboats moored at Hampton Roads for maneuvers during the Spanish-American War. By 1912 there were over 30 businesses in town with an average of 2 employees per business; by World War I there were over 100 businesses with an average of 25 employees per business; by 1950 there were only five businesses with an average of one employee per business; but today there are more than 150 businesses with an average of 350 employees per business. Portsmouth has been awarded three prestigious national awards: The George Washington Award for excellence in municipal services (1998), The National Award for Excellence in Municipal Affairs (2002), and The Gold Medal for Excellence in Municipal Services (2005).
