Commodore Isaac Stroud assigned Rear Admiral David Dixon Porter to command this newly formed naval base which would serve as the Headquarters for all American forces operating along either side of Richmond River during the War for Independence; it was also here that General Robert Ewing first met General George Washington when they sailed into Alexandria Harbor together on HMS " Pegasus ". Commodore Dixon Porter soon realized that this convenient location would not last long so he recommended against building any more naval barracks but Ewing disagreed and decided to use Portsmouth instead as his personal Headquarters until Congress could be convened to appropriate funds necessary for such an establishment Commodore Dixon Porter departed HMS Cain on September 3rd with orders to reestablish himself ashore near Newport News where he remained until his death on October 15th 1800 after serving our country faithfully for over 50 years! To this day we know him as’The Cdr’ or “Old Dockmaster”! Captain James Cook had named Roanoke Island "North End" while he explored it in 1776 but later changed it back to "Whitsett" after finding out that there were many Native Americans living there including Chief Powhatan who renamed himself "Prince George". After exploring other parts of North America before returning home late in 1778, Captains John Young and Thomas Moultrie visited Whitsett again early in May 1779 about 10 miles off shore having heard about British activity thereon through their Indian guides who had been dispatched there by Chief Powhatan under orders from King George III's representative Sir Richard Francis Nash some time earlier These investigations revealed no significant activity going on at whittet so Captains Moultrie and Young returned home without further ado excepting Commander Edward Vernon accompanying them onboard HMS Coventry while they made sail back up river.....
