After independence was won in 1801, Portsmouth continued to grow as a commercial center with strong ties to Richmond. In 1826, Portsmouth hosted both President Andrew Jackson and King George III when they visited Richmond en route to celebrate America's recovery from slavery following their successful re-election campaigns. Over time, however, Portsmouth's fortunes changed largely because it became increasingly difficult for businesses located within downtown necessary for economic development outside of its boundaries. This trend culminated with the city's annexation by Richmond in 1870; until then it had been part of Hampton Roads County). The years following World War II saw rapid growth in PortsmouTHt: New homes were erected throughout downtown despite difficulties associated with postwar construction boom; numerous factories were opened year-round; waterfront properties were developed into extensive shopping districts complete with malls; Interstate 95 cut through town limits; and much older neighborhoods such as North End gradually gentrified into more upscale areas while traditional working class areas experienced significant displacement by newcomers who sought higher-paying jobs inland or outlying areas (e.g., Newport News).Today significant portions of downtown are still vacant or underutilized while other parts have seen renewed redevelopment spurred by increased tourism arrivals since Hurricane Floyd made landfall near Norfolk earlier this year A number of large infrastructure projects currently underway or planned include reconstruction/updates to Port Royal Street Bridge connecting downtown with Newport News Shipbuilding District; widening I-95 between Petersburg and Suffolk Counties via Pembroke Road Bridge creating a bypass around town that will greatly reduce congestion outside Downtown & Howland Point area Liquor stores have been replaced by restaurants throughout most residential blocks near I-95 & UVA campus while some large warehouses have been converted into mixed use housing units
