At that time, there were only two other towns within twenty miles of Petersburg—Williamsburg and Alexandria—both located on rivers that led to Chesapeake Bay or into Yorktown harbor where British forces could blockade them from supplies entering America. Although these settlements were very small compared to today's downtowns such as Richmond or Baltimore, their location made them vulnerable to attack by Indian tribes who raided their villages for food and horses for war efforts against England. To protect these settlements from raiders and provide economic opportunity for their residents, Captain John Smith established a military post called Fort Henry at present-day Portsmouth in 1796 following his return from India with new supplies of guns and munitions necessary for fighting against English forces stationed along the eastern seaboard coastlines. While Fort Henry served as a strategic stopping point on your journey through central Virginia during peacetime (and later during wartime when Transylvania County fell under British control), it also acted as home base for local militiamen responsible for patrolling our area surrounding Fort Henry day and night including areas now known as Suffolk County (northwest corner of Hampton Roads), Westmoreland County (southwest corner of Norfolk County), Essex County ( northwest corner Of Caroline County) . Each platoon consisted up to 20 soldiers who patrolled 100 yards wide perimeter around fortifications manned 24/7 365 days/year with muskets drawn & preserve fresh water supply

In 1625 Captain John Smith landed at Portsmouth with his expedition seeking entrance into North America. By 1630 Portsmouth had become an important commercial center with shipping operations centered around its wharf and river mouth. In 1639 Governor Thomas Middleton designated Portsmouth an Indian Treaty settlement and granted land totaling . In 1775 General George Washington's forces evacuated Richmond following their Battle of Yorktown. During this time much of southeastern Virginia was destroyed by fire including Portsmouth which continued to be rebuilt until the end of the war in 1871. As part of Reconstruction Portsmouth became one of the most African American populated communities in Virginia after Reconstruction ended in 1865 following Lincoln's Emancipation Proclamation. In 1948 Plymouth Corporation built Racetrack Boulevard which runs through downtown Pompey and connects with US 1/US 301 nears Interstate 95 bypassing downtown Pompey entirely
