On November 1, 1865, Confederate General Robert Ewell launched an unsuccessful attack against Union forces near Portsmouth while attempting to move south along the Peninsula to Richmond under cover of darkness; this action marked one of several amphibious assaults which failed during the Civil War era. After World War II ended with Japan's surrender in 1945, Portsmouth became a major center for post-war reconstruction and industrialization as both civilian and military industries shifted their operations to nearby Newport News and Elizabeth City counties. This period also saw dramatic growth in professional sports teams including The Highlanders (1947), The Patriots (1989), and even two NBA teams – the Celtics ( 1957) and 76ers ( 1978). In recent years Portsmouth has experienced significant gentrification with new high-rise buildings being constructed around downtown; however many businesses that once thrived there continue to be closed or downsized due to competition from newer developments within walking distance or less than a mile away.

Today, Portsmouth remains a small agricultural town with a rich colonial history that is still visible today through its architecture and cultural attractions such as the USS Constitution Museum and Arts Center.

The city experienced rapid growth during the 20th century with construction of factories and homes adding more than 1 million residents over the course of two decades. However, during World War II the population decreased as much as 50% due to military production shutdowns and rationing policies. Today, Portsmouth is one of the most active communities in Greater Richmond County and remains an important center for commerce and industry while also preserving its historical architecture and flavor.
