In response, in 1857 Captain Nathaniel Bacon issued an ordinance requiring anyone who possessed a handgun under circumstances which would make them insecure with their life or property to surrender it immediately upon request. This ordinance was known as "Bacon's Ordinance." In 1865, Portsmouth experienced another large shooting incident when five men were killed after opening fire on a group of unarmed civilians inside a local grocery store. The attack remains one of the deadliest shootings in Portsmouth history.

However some pockets of growth remain including downtown Portsmouth where new shopping malls have opened along with several colleges/universities now offering graduate degrees from their campuses within the town limits making it possible for those recently graduated from college or university not only find work but also afford apartment ownership or even house purchases within walking distance of their jobs or courses
