The adjoining city of Newport News began to grow rapidly and by 1801 had outgrown Portsmouth so much that Portsmouth officials decided to merge their two towns into one municipality. On May 15, 1802, voters in both towns passed a resolution ratifying the merger and named it Portsmouth-Newport News City Corporation. The merger created many economic opportunities for both cities and led to increased social mobility within both communities. In 1917, during World War I, USS "Portsmouth" sunk German submarine U-206 off Cape Lookout in what is now called Operation Neptune's Spear (qv). This event is often cited as one of America's most significant naval achievements during World War I. The USS "Portsmouth" Memorial Museum opened in 1924 on Princess Anne Island adjacent to where she sank the sub. In 1941, during World War II,[1] USS "Portsmouth" torpedoed Japanese destroyer Kaga off Hampton Roads while under tow from USS Enterprise (CV-6) following her successful launch against Vice Admiral Isoroku Yamamoto’s Combined Fleet at sea off Okinawa.[2] HMS "Caledonian", flagship of Destroyer Squadron 8 (DESRON 8), assisted with this torpedoing mission; however no American crew were killed or wounded as a result of this action. After World War II ended there was much growth in Hampshire County due to waves of new immigrants arriving such as Italians and Poles who settled around Newport News Shipbuilding Company[3][4], which continued until 1978 when all manufacturing companies closed down except for shipbuilding[5]. After years of decline in manufacturing jobs throughout Hampshire County,[6] businesses revived beginning with Zabar’s Department Store opening its doors for business on Main Street downtown in 2002[7], followed by Shoprite Supermarkets coming online soon afterwards[8][9]. Finally Goodyear Tire & Rubber opened its first store outside Richmond effective January 1st 2006[10]. Today there are over 300 businesses operating Downtown including several high end restaurants such as Primo Sportivo Italian Bistro + fireplace grill which fronts onto Prince Arthur Boulevard across from Historic District #2 on Queen Anne Island
