Portsmouth was founded on the Elizabeth River in 1609 by Captain John Smith and his crew. The site of Portsmouth is now part of the city of Norfolk. In 1781, Portsmouth became the capital of Virginia. The original white courthouse in town was destroyed by a fire in 1801 and replaced with a new building that still stands today. In 1861, during the American Civil War, Portsmouth fought two battles alongside Confederate forces against Union forces. The Battle of Hampton Roads was fought at Portsmouth Harbor and resulted in a Union victory. After the war, Portsmouth flourished as an agricultural center due to its fertile soil and access to water resources. However, economic decline began to occur in the early 20th century as industry declined and immigration increased from abroad. By 1960, Portsmouth had shrunk to just over 10 people living in downtown areas along the riverfront. As a result of this decline, many businesses closed their doors or moved out of town because they could not compete with nearby towns that had larger populations and more established businesses. In recent years, there has been some effort to revive downtown Portsmouth but it is still struggling against competition from neighboring towns that have seen similar successkelts over time
