Poquoson was founded in 1737 by Captain John Smith and his party as a trading post on the James River. The name means "place where two rivers meet." The first permanent settler in Poquoson was Capt. John Smith who established a trading post there in 1737 with the help of George Washington and others from Scotland. By 1800, Poquoson had become an important commercial center on the James River due to its location close to major waterways and its easy access to transportation including boats and horses used for freight or passenger traffic. In 1814, when Lieutenant Colonel Nathaniel Stillman's Union brigade arrived at Poquoson during the Yorktown Campaign, it became one of several small towns within Confederate territory captured along with Petersburg and other strategic points during that campaign. In 1865, Confederate General Robert Ewell decided to abandon Petersburg after learning that Union forces were planning to attack that city from the south side of Petersburg Harbor. Ewell ordered his troops across Hampton Roads into South Carolina instead and did not return until May 1865 – more than two months after Lee's surrender at Appomattox Court House. As a result, Poquoson remained unoccupied throughout those months and saw little action; however, local residents were probably among those who took advantage of this period of comparative peace to rebuild homes lost in battle or repair fences damaged by artillery fire over three years earlier. During Reconstruction following Reconstruction policies enacted by President Ulysses S Grant following the American Civil War (1861-1865), much effort was made to improve education opportunities for African Americans living in southern Virginia through various programs such as free land grants, financial aid package,[1]and public works projects such as roads and bridges.[2][3] In 1867–68 Bishop Harry Emerson Fenton laid out what is now Elm Street near present day Main Street in order to serve black farmers newly emancipated from slavery in Virginia since Reconstruction began.[4][5][6] A Methodist Episcopal church (later First Baptist) also stood on that site between 1870-1974 before being moved across Orange Avenue for use as a school administrative building late in that century[7]. At about this time too (19th century), large tracts of property around present day Elm Street were dedicated for agricultural purposes by local settlers with support from Arlington County officials; today these properties are known as North Park Village Historic District[8], which includes much of what is located around North Park Road.(See photograph accompanying this paper.) Poquoson was founded in 1607 by Sir John Poquoson, a member of the Virginia Company. The town became an important military and trade center during the Virginia Company's early years. In 1768, Poquoson was incorporated as a town within Prince George County. In 1801, Poquoson became part of Fairfax County and remained that way until 1958 when it merged with Loudoun County to form Virginia Beach-Loudoun County.
