In 1668, Portsmouth became the capital of Virginia when James II granted it this title over Richmond. The city had a population of about 30,000 by 1700; it grew rapidly during the early eighteenth century because of its strategic location at one of several points along the Tidewater chain that produced tobacco crops. By 1800, Norfolk had a population of around 350,000; it continued to grow until World War II when it declined slightly due to increased competition from New York City and Washington D.C.; however, after World War II Norfolk resumed its growth rate as a bedroom community for Hampton Roads.
