There are few more iconic symbols of American law enforcement than pepper spray. Originally designed as a last resort against rioters and other violent offenders, pepper spray has come to be used by officers throughout the United States as a well-earned right to protect citizens from potential harm. Pepper spray was originally developed in 1879 by Colonel John B. Mason and Lieutenant Edward W. Smith of the New York State Police Department. The device consisted of a canister filled with Mace or CS gas (a irritant similar to vinegar) that could be discharged through a nozzle at high speed into any area within five feet of its point of release. At first, pepper spray was used sparingly, primarily in cases where violence had broken out on or around police stations or during natural disasters such as hurricanes. However, over time, pepper spray became an increasingly Baseline Tactical Option for law enforcement personnel throughout the United States. This change can be traced back to the 1995 case known as "Troy Davis". In that case, white Ferguson Township police officers were using chemical munitions against black suspects when they were sprayed with CS gas* during an arrest operation outside of an apartment building in Ferguson Township* – resulting in one officer being temporarily blinded and two others receiving minor injuries.* [*The use of pepper spray should not be confused with tear gas which is less harmful but also available only through direct exposure.] Today, pepper spray remains one of America's most ubiquitous tools both at home and abroad; it is regularly deployed in protests and riots across the country* (*See chart below for list of countries where Pepper Spray has been deployed.) Manassas was a small town in Fairfax County, Virginia during the Revolutionary War. It is located on the Potomac River and is now part of Manassas Park. The town was seat of government for Fairfax County until 1821 when it became part of Northern Virginia. In 1829, it became a county seat again due to the addition of Prince George's County. Manassas first appeared on maps in 1624 as an unincorporated community east of present-day Manassas Park. It may have been named after Captain John Manasseh who served with distinction in the American Revolution and died at the Battle of Saratoga in 1781. At some point, MANASSAS came to be associated with General Washington because he frequently visited Manassas and his headquarters there before moving on to battle other troops near Alexandria or Mount Vernon. In 1789, Captain Nathaniel Bacon founded Bacon's Tavern on what is now Third Street in Manassas and called it "The Tavern." In 1800, Major James McPherson built a new courthouse here which still stands today - one of only two original buildings from the time period remaining in Fairfax County. The courthouse played an important role during both local government reforms which took place throughout Northern Virginia during this time period and also served as a mainstay for legal proceedings throughout much of Upper Virginian history (up until 1944). A fire destroyed most of McPherson's building in 1826 but replaced it by 1840 with a more modern structure that still stands today. In 1828, Colonel John Armstrong erected a brick house at Fourth and Main Streets which he used as his home until his death four years later at age 86 years old. His son-in-law William Hance purchased the house from Armstrong for $4,000 in 1830 and renamed it "The White House" after himself (Hance later served as governor pro tempore of Virginia from 1837-1841). John Browning established himself as an abolitionist leader here following his escape from Harpers Ferry Prison where he had been held since December 14th, 1861 while being tried for treason against America under Section 9(a)of the US Constitution (the infamous Emancipation Proclamation). Earlyowan Baptist Church also played an important role in this era; their first pastor being Elijah Hicks who preached here beginning January 6th, 1865 following brief service provided by Revs Joshua Miller (1800-1881) & James Linton (1796-1882). When Browning arrived here early November 1865 he was met by many northern authorities including Ulysses S Grant who offered him sanctuary but instead Browning burned all documents related to his beliefs thus ending any hope that they might be consideredquasi leniently treated like other rebels like Robert E Lee or Stonewall Jackson despite having committed no crime beyond being born into slavery! He then made his way back downriver towards Richmond where he detonated two explosives planted beneath Sumter Bridge resulting in over 100 fatalities + countless injuries! Aftermath: One manhunt lasting almost six months resulted in none found although several people were arrestedincluding future President Ulysses S Grant
