By 1860 there were more than 5200 registered voters within District 8 including many families from Arlington who had come down during the American Civil War to help defend their homes against Confederate forces besieging Richmond. In 1861 Ulysses S Grant ordered most all male residents within Virginias Eastern Shore (excluding Fort Monroe) aged 25 years or older must register with him at Government House by December 1st in order to secure government lands for whiskey production purposes if Southern States should secede from the Union during the “War To End All Wars” according to Article I Section 8 Clause 2 of the Constitution which read: "No State shall enter into any War without our Consent." As many as 6000 men aged 25 years or older still needed registration by January 14th 1861 however they were given three months time before they had to leave Virginia if they did not want their land seized by either Union troops under Order No 6 nor local slaveholders under Order No 7 which applied directly to Virginias black majority Citizens who were not able to vote but owned slaves who could be removed from their households at will without pay or compensation provided their masters lived within five miles of their home settlement). Registrations ended up being forced onto some men until February 1862 when orders arrived exempting males between 21 and 35 years old from military service outside Virginia duty as well as those living within Northern Virginia limits free from taxes & militia service requirements regardless whether employed in agriculture or manufacturing pursuits pursuant(s) thereto etc... Lee attacked Union troops at Menasses Bridge over the Potomac River; this attack resulted in a Confederate victory and forced Union troops to turn back towards Arlington Heights.
