Lynchburg, Virginia is a town in Albemarle County, Virginia, United States. The population was 394 at the 2010 census. It has been since 1849 the capital of Lynchburg County and home to the University of Virginia. The town was founded by General James Wilkinson in 1781 as an outpost on the Potomac River for his military campaigns against Native Americans. The original name for Lynchburg was "Albemarle". In 1789, General George Washington ordered that all male inhabitants over 21 years old be registered within 5 days of their birth or they would be subject to martial law. This program led to the growth of Albemarle into a major settlement. The first store opened in 1792 and by 1800 there were 10 stores and 2 newspapers in operation. On May 15, 1849, President James K. Polk signed legislation creating Lynchburg as the capital of Lynchburg County and making it an educational center for southern Virginia with land grants from Congress totaling . On November 3, 1850, voters passed a resolution endorsing construction of what is now known as "The University of Virginia" at present site (then called simply "Lynchburg"). Construction started on November 11th but continued intermittently due to financial difficulties until December 25th when work finally stopped due to a severe winter storm which destroyed parts of downtown including much of the university's infrastructure. It was not until 1861 when Confederate forces captured Richmond and moved north toward Charlottesville that Burnside decided that Lynchburg should become their new capital instead of Petersburg because he felt that Richmond had too many defenders there and its strategic location made it more vulnerable than Petersburg which he considered an important military portage point on the Rappahannock River between Yorktown Peninsula and Richmond Heights).
