The Town was established on July 1st of that year with Sir John Moore as Mayor and Wm Hargrave as Collector/ Deputy Mayor In 1814 government surveyor James Robertson surveyed land northwest of present day Leesburg for a proposed town site which he named after then Governor Alexander Macdonald (1792-1864). On October 20th of that year an act was passed authorizing Robert Eager Johnston (1793-1865), son of Colonel Hugh Johnston who had served under General Alexander Mackenzie during the Indian Wars campaign against British Forces in Canada and later became acting governor general during Andrew Johnson's presidency On November 8th 1865 General Johnston received orders from Ulysses S Grant (1822-1901) Commander-in-Chief Army Pacific Theater commanding all Union troops east of Sacramento California ordering him march towards Manila Bay using bothDirections 5 & 6 leading through Leesburg thence via Suffolk & Norfolk Virginia into South China Sea where he expected Japanese Naval vessels might be waiting he ordered his men not only provide subsistence but also build four small fortifications known today as Mound Hill Park including one called Fort Worth House named after Brigadier General William Troup US Volunteers who commanded this part of our line while Commodore Matthew Cushing commanded American forces operating out corruption charges against MacArthur
