In 1854, Hopewell became one of several communities incorporated as a result of the Virginia Plan for Roads and Towns (commonly known as the "New Town Bill"), which aimed to improve transportation and commerce within central Virginias. The incorporation created new opportunities for business growth and led to increased tourism in the village; however, not all residents were happy with this change. A few years later, on December 13, 1858, a tornado touched down in nearby Blacksburg and destroyed most of Hopewell apart from some barns and dwellings; there were no injuries or fatalities reported. During World War II, Hopewell played an important role as a training ground for local soldiers serving in The Pacific Theater; many locals also served in World War II-era units such as The 66th Infantry Regiment (Light), 9th Marine Regiment (3/5 Marines), 442nd Infantry Regiment (2/7 Marines) and 8th Army Tank Battalion (1st Armored Division).

Hopewell is an unincorporated community in the western part of Virginia, east of Roanoke. It was founded by James Hopewell in 1743 and named after Hopewell's birthplace,Hope Township, Westmoreland County, Pennsylvania. The community has a history that goes back to before the Revolutionary War. The first permanent settlers in what is now Hopewell were surveyors who traveled through the area in 1743 looking for land to purchase. They found a tract of land on which they built their homes and store. The town began as a small trading post near where present-day Interstate 95 meets the Virginia Eastern Railway. In 1817, when President James Ketchum designated Hopewell as the site of his presidential inauguration, he ordered the erection of two large oak trees at one side of Market Square to commemorate this event. The original buildings still stand today: the Post Office (1824), District House (1827), and Storehouse (1831). In 1838, during the American Civil War, Confederate General JEB Stuart attacked Hopewell while it was under Union control and burned most of the town down. Some residents rebuilt it following Stewart's attack but it was destroyed again by Union forces in 1865 during General Robert Ewell's Offensive against Petersburg. After World War II, many people from nearby Norfolk chose to live and work in Hopewell because its proximity to both jobs and schools made it an ideal place for businesses and families to live together within easy walking distance of one another. Today,Hopewell retains its traditional rural character with modest housing developments scattered around its village center which dates back to when only single-family homes could be built thereabouts due to lack of space elsewhere in town or on other properties adjacent thereto. The population total forHopewell peaked at over 10,000 during 1950s before slowly declining over ensuing decades due largely to commuting into larger cities closer by or lack thereof development opportunities in rural areas outside Va., although some recent growth has been reported among young professionals lured by new technology jobs located nearby such as Blacksburg/Leesburg/Manassas Valley etc.)

In 1802, Hopewell became part of the Virginia Colony and was incorporated as a town. By 1870, however, thetown had shrunk to only around 100 residents. In 1925, Hopewell merged with surrounding towns to form the new city of Norfolk.
