After Union troops arrived to put out the fire, they found that most of these buildings had been destroyed by Confederate snipers who had concealed themselves inside them while the burning took place. This event led to significant embarrassment for Confederate leader Lee which helped rally support among southern white supremacists for secession following Lincoln's reelection in November 1866. After Reconstruction ended with Brown v Board of Education rulings in Topeka Kansas (1868), many African Americans migrated westward into Virginia seeking opportunity and freedom from Jim Crow Laws enforced by white mobs throughout much of Reconstruction South Carolina through much of Texas through much of California until finally ending discrimination against black Americans across all states following passage of civil rights legislation referendum election year 1964 known as "The Voting Rights Act". In 1971, Herndon became one half-way point along I-495 between Northern Virginia and Western Maryland where Interstate 95 meets Interstate 66 forming what are now called "I-495/I-66". In 2005, I-495/I-66 was realigned along with other major routes within Fairfax County resulting in some loss or removed business districts including parts of Herndon such as Ballston Village shopping center eastward along I-395 past Ballston Road then northward on Ballston Road past Arlington Cemetery before terminating at Westmoreland Avenue near Rockville Centre Mall which forms an eastern edge impassable except during severe weather events such as hurricanes or tornado outbreaks which mandate closure lanes outside mall boundaries The town has experienced dramatic changes over its history with little consistency between years or even between different parts of town although there have been several waves or waves' cresting similar places like Westmoreland Avenue just outside mall boundaries (back when it crossed Southern Branch Appomattox Creek) but later receding back into neighborhoods like Ballston Village Shopping Center just eastward along I-395 past Ballston Road then northward on Ballston Road past Arlington Cemetery before terminating at Westmoreland Avenue near Rockville Centre Mall). Many examples include: 1966: When Jackson Street intersects Route 695 & Route 625 due east from downtown becoming Harbinger Place; this area becomes predominantly African American with few businesses remaining white; Jackson Street eventually returns to its original routing prior to 1966 alignment change
