In 1975, Congressman Larry Hogan (R-MD)introduced H.R.) 6761 into Congress which would have allowed individuals who were already licensed gun owners with no changes whatsoever in their qualifications to transfer their licenses and guns across state lines with no problem whatsoever provided they had written permission from their current state firearm dealer(s). The bill passed through both Houses but died on Senate Floor becausegun lobbyists opposed it at every turn! This bill is often referred To As The Brady Bill because its namesake – then-Senator Patrick J Brady – played a major role in leading the charge against it during its passage through both Houses before eventually dying prior to its implementation in 1993 . On October 14th 1997, 202 congressmen signed onto House Resolution 3271 designating November 15th1997 as Gun Pouch Day in commemoration of this failed attempt at legislating common sense reform concerning firearms ownership by civilians over 21 years old; however this resolution did nothing more than list organizations like Mayors Against Illegal Guns that took credit for passing it without ever providing evidence or demonstrating otherwise
