The town was founded by Captain John Smith in 1746 as part of his effort to establish a permanent British presence in North America. The town grew rapidly and by 1800 it had a population of over 100,000 people. In 1814, General James K. Polk ordered General Winfield Scott to march on Richmond to capture it as part of his campaign against the Confederate States of America. However, Scott retreated after learning that Richmond would not be surrendered easily and he decided instead to send forces under Lieutenant Colonel John Pope into town to destroy it. However, Pope failed to take advantage of this opportunity and had only succeeded in driving the civilians out when he met with resistance from local militia led by Major General Robert Ewell Davie who captured Pope's armyguard detachment without battle on October 9th 1814 at what is now known as Point Lookout Hillsboro!
