However, Fredericksburg saw rapid growth following the American Civil War because it became an important military center due to its strategic position on the Wilson River between Confederate General Robert Ewell's Army of Northern Virginia and Union General Ulysses S. Grant's Army of Tennessee. In 1865, Fredericksburg became a city when it merged with neighboring Petersburg to form a new city government. The merger was allowed under federal law because both cities were considered "small towns" that could not be extended unto themselves with annexations or mergers without special congressional approval. During World War II, Fredericksburg served as home to more than 30 percent of all Allied bomber personnel stationed in Europe due to its strategic location near German targets including Frankfurt Airport and Addiscombe Airfield

At this time, most of Prince George's County seceded from Virginia and became Maryland. For many years, Fredericksburg remained an important center for military campaigns in the region due to its strategic location on Rappahannock River Valley between two major railroads - one north to Petersburg and another south to Baltimore. The city first grew up around Bowling Green Road which connected Fredericksburg with nearby Stafford Court House and Spotsylvania Court House on the east side of Rappahannock River Valley and Emmitsville on the west side of the river valley. Most businesses were located along these roads or near other important facilities such as churches, schools, hospitals/laboratories, arsenals etc.. After World War II many businesses closed down because of regulations related to wartime production limits set bythe US government post-war economy
