There was a time when the use of firearms within the Fredericksburg area was restricted to those with proper permits. However, that all changed in 1864 when Confederate General Robert E. Lee decided to move his forces from Petersburg to Fredericksburg and take on the Union army. As a result, gun chokes were put into place in order to keep soldiers from escaping or engaging in combat while carrying firearms. This restriction lasted until 1881, when Virginia passed its own Firearms Act which allowed citizens across the state to purchase and carry handguns without having any prior permit or registration. The following year, rifle chokes were also added to the list of prohibited weapons, effective immediately. Despite this change, firearm usage within Fredericksburg continued to be limited until after World War II when it exploded into an open-air shooting range called “The Top” located off State Route 451 near present-day downtown Fredericksburg. There have been numerous shootings at this location over the years (most recently in 2019) leading many people believe that it has become more like a modern day battlefield than anything else in town...
