Following the war, many white Virginians moved to Fairfax while black Virginians remained in Baltimore or left completely for various reasons including political disenfranchisement under Reconstruction policies enacted by President Abraham Lincoln (1861-65). Afterward many African Americans returned to Fairfax although there were no black municipal officers until 1965 when one was elected through indirect election using residency restrictions placed on African American citizens living within certain areas near Dulles Airport outside Washington D.C..
