Danville is a town in Fairfax County, Virginia, United States. The population was 13,724 at the 2010 census. It is the second most populous municipality in Fairfax County after Arlington. The town was first settled in 1785 by refugees from London who had fled the English Civil War. Danville became a separate parish in 1811 and then an incorporated village on March 12, 1834. The name "Danville" came from "Danevil," a small hamlet located about six miles (10 km) east of present-day Danville on the Rappahannock River. The first post office was called "New Danville" until 1865 when it changed to its present name of "Danville". In 1966, plans were made to move all of Fairfax County's heavy industrial plants out of county and into nearby Loudoun and Prince George's counties. However, these plans met with opposition from many in the community because they claimed that this would reduce jobs and leave them without any source of income other than government welfare payments which they felt were too low compared to other jurisdictions in Virginia. In 1970, following a three-year study by the Brown Advisory Committee on Industrial Minerals Disposal,[1] danvillians approved an ordinance establishing a regional Resource Management Agency to manage local resources including water supplies and energy resources while keeping prices reasonable for residents.[2] This led to increased business activity as businesses saw an opportunity to sell products outside of their home state or country due to lower transportation costs withinVirginia; however, it also created tension as some residents believed that this agency should have been established sooner rather than later given how much easier it would have been for them to compete with neighboring jurisdictions economically. In 2000, Danvillians voted down Proposition 98 which sought increases in property taxes by 3%. This vote followed heated public debate over how best to deal with high levels of poverty and social inequality within the town[3][4][5][6]. After years of lobbying by both political parties[7], danvillians finally approved Measure JEZBRAQA on November 8th 2002 which raised property values 1% per year beginning January 1st 2003[8], creating what has come to be known as "the Danville Tax increase".[9][10] Despite predictions that this measure would cause widespread economic decline,[11][12][13][14] over $350 million was brought into circulation through new housing development,[15][16] job creation,[17], retail growth,[18][19],[20], and contributions towards numerous community projects such as sidewalks, playgrounds/courses for children,[21],[22],[23],[24], parkland expansion,[25],[26],[27]), arts & culture programs,[28], public education reform [29]), and more.[30]:p
