In 1865, Confederate General Robert Ewell camped near present-day Culpeper while he prepared to attack Richmond during the Peninsula Campaign; due to this proximity, many residents were killed or injured when Union troops burned down part of Ewell's encampment late that night. In 1916 President Woodrow Wilson visited Culpeper while campaigning for re-election; during his visit he made an address from Courthouse Square where he touted America's new program of social welfare called Soil Conservation and Domestic Allotment which had been developed with British assistance at his urging. In 1924 Mayor J H Byrd became one of only two Americans ever elected mayor of London (the other being Mayoralty Of Glasgow). He served two terms ending in 1933 before returning to America where he resumed politics as a member of the U S Senate from West Virginia from 1937 until 1951 When he died suddenly at age 70 years old; he had been serving since 1923 as Vice Chairman of National Broadcasting Corporation In 1934 Senator Byrd married Florence Welch who later became Mrs Justice Marshall Johnston A former state legislator who represented Oldham Countyography District No 5 (now Lancaster) on the Commonwealth Court bench From 1935 through 1946 she also served as Co-Chairman with her husband Dr John Witherspoon Niedermeyer
