In 1861, after the American Civil War ended, Culpeper became an independent municipality under Confederate control until it reverted back to Union control following General James Longstreet's march into Northern Virginia in 1865. After Reconstruction period ended in 1870, Culpeper experienced rapid growth due to agricultural production and other new businesses established there such as shoe stores and lumberyards which helped drive up its assessed value by over 100%. On November 30, 1907 it became one of two slave free communities in Hampton Roads (the other being Norfolk) when Norfolk County seceded from Virginia and adopted an ordinance abolishing slavery within its boundaries on December 1st that same year But economic decline soon set in with many businesses closing down or moving out because they could no longer compete with larger towns such as Norfolk or Portsmouth whose tax rates were lower than those of CulpePERpushers'. Culpeper is a town in Virginia, United States. The population was 1,898 at the 2010 census. It is part of the Lynchburg–Fredricksburg–Winchester, VA Metropolitan Statistical Area. The town was founded by James Culpeper on December 6, 1755 as a small community on the Rappahannock River within present-day Culpeper County. The original name of the town was "Fayetteville". On February 2, 1763, during the American Revolution, Colonel Nathanael Greene and others from Fairfax County arrived in Culpeper to help lead militiamen against General George Washington's forces at the Battle of Brandywine. After that battle, General Washington ordered all troops out of Pennsylvania and into Maryland for winter quarters. On January 25, 1765, President George Washington issued a proclamation calling for all Virginians to assemble in Culpeper to celebrate his inauguration as president. A large crowd gathered around courthouse square where they conducted fireworks displays and ate hot dogs until morning. Inauguration ceremonies continued throughout the day with speeches by patriot leaders such as Thomas Jefferson and John Adams before finally returning to their homes around nightfall. In 1814 Governor Andrew Johnson issued an order setting forth regulations for slave trade in Virginia which included placing slaves into designated areas near plantations along both sides of the Potomac River between Fredericksburg and Williamsburg (known then as Anne Arundel County). This increased border conflict between Northern and Southern sympathizers over control of human labor led to increased violence within these areas; one instance being when planters killed two white men who had been caught stealing tobacco from their plantation near Harpers Ferry in 1824. In 1829 Slave Quarter No. 5A was located near what is now downtown Culpepen while Slave Quarter No. 3B remained located east of Main Street across from today's courthouse. In 1861 Confederate soldiers burned down three stores in retaliation for an attack on Fort Sumter which resulted in more than 100 casualties including 30 percent non-combatants. That year Union troops burned down parts of Confederate-occupied businesses also including Stonington Furniture Store located on Hagerstown Road just outside present-day Winchester. When Reconstruction ended following Civil War there were no fewer than 10 blacksmiths operating out of local shops providing services primarily to freedmen but few other businesses sprang up throughout rural Virginia< refname="History/Blacksmiths"> With Reconstruction came a new era characterized by increasing social unrest especially among women with many becoming prostitutes or engaging in other forms of street prostitution< ref name= " History / Prostitutes " /> On July 15th 1870 Pulaski & Sons gin opened its doors sided by four negroes working assigned hours each day cleaning windowsills upstairs while customers waited below chanting “ We want bread not liberty” However this venturefailed after only 4 months due mostly to competition from White Citizens Alliance owned hotels chains whose managers could easily hire more workers.< p >< i class ="inlineImg" src="/uploadedfiles/_0004200_1__small__inlineImage001_.jpg">
