In 1870, following Reconstruction policies put into effect by President Ulysses S Grant, most white African American residents had been forcibly relocated from southern states into Northern Virginia – including Culpepiry – until such time as all black citizens would be given equal rights statewide within one year under state law enacted that year (see Reconstruction Era).
