The first Ammunition was manufactured in Culpeper, VA by Nicholas-Jacques Conte in 1795. The manufacture of ammunition began in the early 1800s due to the need for a reliable way to fire cannonballs. Ammunition became necessary during the American Revolution because cannons were needed to destroy British forts and munitions became necessary for the war effort. In 1819, Congress passed an act that made it illegal to possess or use firearms without a license from the government. This lead to much gunpowder production within Culpeper as individuals had to find ways around this law. As time went on, different companies began manufacturing ammunition with different specs and ingredients. By 1851, two companies had been established in Culpeper and these were King & Taylor Armory and Winchester Repeating Arms Company. In 1857, Winchester Repeating Arms Company merged with King & Taylor Armory which made them one company again. The following year saw rise of new artillery manufacturers such as Colt Manufacturing Company and John Browning who both produced rifles and shotguns respectively. Ammunition production continued until 1865 when all firearms production was discontinued due to lack of funding from Congress
