However, after King James I's invasion of England in 1607 and his seizure of Richmond (then called Jamestown), the Powhatans abandoned their territory and moved to what is now Prince George's County. In 1638, Colonel Thomas Ligonier recommended that a large adjacent tract be leased from Lord Fairfax for farmsteads and milling purposes; however, this recommendation fell on deaf ears due to General Monmouth's victory at court over Sir Edmund Andros at Yorktown. In 1639, Ligonier again recommended leasing the land to colonists but this time with specific instructions to erect a fortification on it – an instruction that still remains largely unfulfilled today. Facing pressure from local Native Americans who wanted their lands back, Captain John Smith negotiated a purchase from them for £200 in April 1640 which created much speculation among colonists about Smith's intentions. By June 8th he had sold all remaining stock except one acre at Point Lookout for £500 more than he had paid for it two years earlier! In October 1644Captain John Smith sailed upriver from Portsmouth Harbor with 400 men under his command against the then-recently arrived French colony of Acadia; although successful against smaller numbers fielded by Governor La Salle, they were driven back towards Louisbourg after several months' fighting With only 3 ships left in his fleet following La Salle's flagship Royal Admiral Montresor's return to New France late in November or December1644Captain John Smith decided to seek refuge at Fortress William which lay within easy reach upstream along the river mouth where he could winter before returning downstream On January 10th1645Captain John Smith landed his men at Fortress William with orders not to leave until further notice Fortress William remained undockable due to flooding caused by heavy rains that year so Captain Smith garrisoned it himself After weeks of hard work repairing ditches and building earthworks around it Lieutenant Colonel Christopher Newport led a small force into town on February 20th1645to survey conditions there before setting out again two days later accompanied by Captains Nicholas Mynydd and Edward Norrington On March 5th1645the governing body of colonial Virginia met at Williamsburg under Lord Berkeley for its first formal meeting since Berkeley had taken charge A committee was set up including LtCol Christopher Newport headquARTeutenant Colonel Christopher Newport led a small force into town on February 20th1645to survey conditions there before setting out again two days later followed by Captains Nicholas Mynydd and Edward Norrington
