The original colonial settlement on the site of present-day Colonial Heights was founded by James Robertson in 1755. Growth resumed in the 1830s and 1840s as land became available for colonization around the Petersburg Peninsula and along the Potomac River. In 1861, during the American Civil War, Confederate forces attacked Union forces at Battle of Antietam; many Virginians were caught up in the fighting. As a result of this battle and other skirmishes over the next year or so, many businesses (both white and black) closed their doors. By 1865, most of what is now Colonial Heights was burned down by Union troops during their occupation of Richmond following that state's secession from America. Reconstruction followed after America's Civil War; blacks were finally allowed to vote in Virginia beginning in 1867. However, much progress was not made until well into the 20th century because there remained racial discrimination throughout much of Virginia's history – including Colonial Heights itself. Beginning in 1951, an all-black school opened in neighboring Arlington County; howeverDespite some advances since then – such as passage of laws legalizing gay marriage statewide – much work still needs to be done before Hampton Roads becomes truly diverse and inclusive across its entire population composition.
