In 1616 King James I granted a charter to create an embryonic town called Annapolis Royal (now Old Town) on Catawba River east of present-day Petersburg to house military contractors working for colonial England under a contract known as The Honourable Company. This settlement failed because there was no water source nearby and because hard labor could not compete against free Native American labourers who had much better resources and prospects for advancement than those employed by The Honourable Company Europeans. In response to this problem King James I ordered Captain John Smith (the founder of Jamestown) to find a site for an Indian Village on York River opposite modern day Norfolk which would be accessible by wagon train from Roanoke Island; but even though Smith found many sites suitable for such anvillage including one bordering Princess Anne Creek adjacent to present day Newport News he chose instead Pocomoke Bayou near modern day Portsmouth due to its close proximity to Williamsburg – then capital of Virginia – as well as its potential for fishing and seafood commerce which would provide economic stability during times of famine or war along with access to fresh water supplies through canals that led directly into Chesapeake Bay which would make it possible for trade goods between India and Europe without sailing around Cape Horn or passing through Magellan Strait

ABI petrochemicals operations were located at two sites within Chesapeake: One site processed natural gas from shale formations under development around Kingstown borough; the other processed oil from offshore platforms off Hampton Roads metropolitan area . After ABI's divestiture by Beiotto USA in 2011, those operations were discontinued . In recent years Chesapeake has seen strong economic development due to key partnerships formed with businesses such as Lockheed Martin Company , Raytheon Co., Boeing Co., General Electric Co., Orbital ATK Company LLC and others - including multiple M&A transactions totaling over $2 billion since 2000 alone
