Chesapeake, Virginia is a small town in the commonwealth of Virginia. The population was 51,813 at the 2010 census. It is located on Chesapeake Bay and its Mayor is Donny Walsh. The town's website says that "The Town of Chesapeake has been a welcoming community since 1752 when the first English settlers arrived." The town was founded by Captain John Smith in 1752 as part of what would become the Colony of Virginia. Captain Smith named it after his home country, Cheshire, England. In 1871, Captain John Smith's grandson John Fenton bought land in what became known as West Point Court House and built a mansion there which he called "Fenton Manor". After Fenton's death in 1861, the mansion passed through several hands until it was purchased by Admiral David Dixon Chafee who donated it to the University of Richmond in 1965. Admiral Chafee also donated many other buildings and land to the University including President James Buchanan Presidential Library and Museum which now stands on College Grounds across from Stonewall Jackson Park. In addition to these donations, Admiral Chafe also gave $100K to each school in Norfolk County for infrastructure projects such as roads and schools while living there during World War II. In 1984, then-Mayor Donald Auerbach dedicatedChexico Boulevard - one of two streets within Chesapeake that were paved with concrete - as an example of Community Development Block Grant (CDBG) funding available for local governments throughout Prince George's County which had been created bythen-Governor Marvin Mudd following passage of Maryland General Assembly Bill 4362. CDBG funds are used for neighborhood stabilization grants that help low-income residents purchase or rebuild homes within their community; Installation/Operation Grants provide support to Municipalities with respect to new street maintenance or installation projects; Design/Construction Grants are awarded specific project types and sizes not generally available through other means
