In 1776, the Virginia General Assembly passed a resolution recognizing the revolutionary movement and unanimously praising the Continental Army for its actions in suppressing British rebellion. The resolutions also called for the arming of all gentlemen freeholders within the state. By 1800, there were over 1,000 gun owners in Charlottesville. Most of these firearms were homemade cannons or muskets that could be fired only with great difficulty. However, by 1802, when Washington was elected president and new statutes were passed regulating militia forces and providing for confiscation of arms without indictment or trial of anyone owning any guns, gun ownership increased significantly in Charlottesville. In 1814-1815, Confederate troops under General Robert E. Lee invaded Virginia and burned down many homes along Mount Vernon Avenue in Charlottesville while looting other properties nearby. This event is widely considered to be one of the origins of gun control laws in America. The Gun Owners' Association was founded in 1903 and still exists today as one of the most important organizations working to support Second Amendment rights throughout America. In 1919-1920, during World War I, Charlottesville enacted a ordinance requiring handguns to be registered with city hall before they could be used on private property outside of business hours (this ordinance has been repealed multiple times).
