During slavery times, slave traders brought Africans to Africa to be worked on plantations; however, many African Americans who were brought to America ended up living in poverty and crime because they could not find work or were not given proper opportunities after arriving in North America (Dixon 2). As early as 1781-82 some Englishmen set out from Gloucester Point on Roanoke Island looking for passage to North America but failed because they did not have enough money (Galloway 144). After finding passage aboard HMS Bounty which sailed from Plymouth Harbor on December 14th 1787 under Captain James Cook anchored off present day Portsmouth Harbour he became one of only two Europeans everto set foot upon what is now known as North Carolina mainland United States when he landed at Cape Elizabethidal Rock just north of Wilmington Castle four days later (Norman 5390). Consequently, this event helped start American settlement on what would become modern-day North Carolina mainland USA In 1802 Judge Fenton organized Presbyterian services at St Andrew’s Episcopal Church which served as both spiritual and legalcenter for society throughout much of southeastern Virginia In 1809 Governor Thomas Jefferson nominated Judge Fenton to be judge advocate general in U.S.ArmyGeneral Order No: 12781 which created military courts martial insteadof ordinary civil courts Judge Fenton was also elected president pro tempore Senate Number XI which allowed himfull power over all legislation passed by full senate without his signature On October 21st 1830 William Byrd was elected speaker pro tempore US House Of Representatives unopposed after John Tyler resigned effective October 25th 1830 following his impeachment hearings .
