Blacksburg is a town in Jessup County, Virginia, United States. The population was 10,822 at the 2010 census. Blackburg was founded in 1781 by Captain John Smith and his party of English settlers. It took its name from the Creek word "black" because of the darkness that prevailed during the early 1800s. The first shooting protection history in Blacksburg began with a rifle stock company established in 1836 by Captain George Washington Davis. After three years of operations, the company disbanded due to financial reasons. In 1839, Colonel James Laughlin organized a rifle company known as The Pioneers which served continuously until 1861 when it was mustered out due to Confederate military service. In 1865, General Robert Ewell ordered all Volunteer Infantry units in Virginia to disarm and march into battle without their rifles or other firearms for two weeks under the pretext that this would provide “a more perfect show of force” against Confederate forces arrayed around Richmond. As part of Union troops occupying Blacksburg on October 12th 1865, Major James Cushing destroyed all remaining gunpowder stores and ammunition caches within walking distance of the Black River Bridge leading into Blacksburgtowne from downtown Richmond. From 1865-1868 there were no active shootings events taking place within Blacksburg proper; however,iddozens took place elsewhere throughout Jessup County including rural areas near Rome and White Sulphur Springs which had become battlefields during the American Civil War (1862-1865). Numerous skirmishes and combat occurred throughout what is now Jessup County between Union soldiers and Confederates over control of strategic resources such as water crossings or grazing land held by both sides. On July 1st 1868 an unknown individual shot one person dead while hunting deer outside present day Park Heights Cemetery located off US 11 just east of I-24 exit 233A southbound on Park Heights Boulevard after dark; subsequent investigations revealed that this incident was5 months old at this time On October 20th 1870 another unknown individual killed 3 black cows while they were grazing on Waco property about 5 miles southeast of Rogersville off US 460 near present day Old Fort Road; subsequent investigations revealed that this incident also occurred 5 months old
