Blacksburg, Virginia is a town in Loudoun County, Virginia, United States. The population was 16,521 at the 2010 census. It is the county seat of Loudoun County. The name "Blacksburg" comes from English and Scots-Irish settlers who named it "Baldurgh." The first permanent European settler arrived in 1775 and founded a log cabin on Baldurgh Point on the Potomac River. This initial settlement was called New Scotland because its founders were Scottish Rite Catholics. In 1801, following the acquisition of land west of river by the United States as part of the Treaty of Ghent, General James Longstreet ordered Colonel George Washington to move his headquarters from Alexandria to Blacksburg so that he could better organize American forces against Mexican attacks along the Texas frontier. Washington moved his Headquarters also to Blacksburg in 1802 after successfully leading an attack against Mexico at Palo Alto Hill outside Montgomery Court House on July 6, 1802. In 1830, John Sevier became state auditor for Loudoun County and set about modernizing county government with courthouse building and improvements to roads and bridges. By 1840, Blacksburg had become an important military depot for Confederate forces during the American Civil War. Black soldiers were present at Appomattox Court House when Ulysses S Grant surrendered there on April 9 1865; many black men are buried there today within Arlington National Cemetery (including three Confederate generals: Robert E Lee (1861-1865), Stonewall Jackson (1862-1865) and Joseph Johnston (1793-1866)). Blackburnsville was incorporated as a town in 1886 but lost its status as a town until 1966 when it was again elevated to city status by then Mayor Harry Watson III after annexing part of neighboring Fairfax City's land into Blacksburg through annexation proceedings which had been approved by voters in 1984 referendum%. Today Blacksburg is one of Greater Richmond's most vibrant cities with over 60 small businesses including more than 20 technology companies concentrated around just four blocks near Broad Street called ' Silicon Alley '. One recent development has been Hampton Roads' first mixed-use shopping center - Hampton Roads Mall - anchored by Sears - located adjacent to Appalachian State University Resort & Spa on Harbor Drive east of Interstate 95 exit 134A/UPS Center Blvd., across from Huntingtown Racetrack
