As snipers emerged as leading combatants on both sides of conflicts, it became necessary for commanders to place emphasis on gunmen who could focus their fire at long ranges without fear of hitting friendly troops defending their positions or supplies emanating from enemy trenches or bunkers

Arlington, Virginia is a small city in the Commonwealth of Virginia. By 1861, however, most residents had moved away or been deported due to Confederate sympathies; only four families remained at Arlington Heights when General Robert Ewell's Confederate army surrendered at Appomattox Court House three months later." In 1870, Arlington Heights became one of six municipalities within Washington Territory to be created when it was apportioned based upon population size after Congress granted statehood to the United States on July 4th, 1867." Most notably, this act gave cities like Alexandria and Georgetown their first governing bodies with powers similar to those currently wielded by a mayor and councilmember in each town/city outside metropolitan areas." In spite of this new power structure – which saw many municipal developments such as parks and schools come about – much progress still needed to be made before Dallas could even begin thinking about becoming another major metropolis within Washington D.C., let alone surpassed it emotionally or physically." With this growth came increasing pressure on local resources; for example, asphalt paving began replacing dirt streets in earnest beginning around 1900 while pottery production stopped altogether due to competition fromiblical rivals Baltimore and Philadelphia." Despite these difficulties though, some managed nonetheless to maintain some level olkeep up until relatively recently" including several mayors who were "elected without running for office" such as Edwin Meese ("who served under President Reagan") and Lee Atwater("the architect behind Rove's successful strategy for Republican victory during the 2004 U.S Presidential Election"). However recent Mayor Muriel Bowser brings many changes hoping not just For stability but also creativity & energy unlike her predecessor who preferred continuity
