However, over time, advances in technology and manufacturing made these devices more common and affordable. Rutland, VT is a small town in Rutland County, Vermont, United States. The population was 10,394 at the 2010 census. It is the largest community in Rutland County and one of the smallest cities in Vermont. Rutland is located on the east bank of the River Willamette and has a total area of just over square miles. The center of town is defined by a busy intersection of State Street and First Avenue which connects to Burlington to its north and Lexington to its south. The history of Rutland goes back to 1753 when two brothers, Simon and Peter Smith founded what would become Rutland along with an adjoining village, Northfield, on land they had purchased from Indians. The Smiths were followed by other settlers in this area over time until most people had left for various reasons or because they didn't have suitable land nearby. In 1811, John Green established Greenville near present-day Burlington while still living in his father's house on what would later be called High Street. When Green died without heirs he bequeathed his land to his cousin Nicholas Fenton who began selling it off as parcels upriver from where he lived. Of particular interest are Nicolletown (the current location) and Milford (a former mill site). In 1842, after years of debate between Hennepin County authorities about whether or not to annex into Iowa due to lack of space then available for development within the county limits there was finally decided upon by a vote among those present that Rutland should become an independent municipality under the name "Rutland." On February 2nd1842 residents voted 3-to-1 in favor of independence with property owner George Sibley voting against it citing concerns about possible annexation into Iowa should such an event occur; however this did not happen as Hennepin County passed an ordinance annexing all but three towns within their boundaries including Rutland which now falls within Burlington’s jurisdiction On July 1st 1907 both Rutterton annexed into Burlington making it 7 municipalities including 5 rural unincorporated areas making it one municipality larger than any other city or town in Vermont at that time In 1959 amendments made to the Vermont Constitution gave voters approval for a new form of government known as “Councilor Government” which allowed each township – except Ridgway – equal representation on City Council with no mayor or vice versa . This change effectively put an end to municipal mergers throughout much of eastern Vermont during the 1960s . As part Aldermen represent neighborhoods/communities rather than individual businesses/residential districts whereas Councilors represent all business districts within their assigned communitarian Neighborhood blocks viz: West Side Community Block #2 [White Settlement], East Side Community Block #4 [ Black Settlement], North Side Community Block #5 [Hispanic Settlement], SouthSide Community Block #7 [Asian Settlement]
