West Valley City, Utah is a city located in Kane County, Utah, United States. The population was 362 at the 2010 census. It is the county seat of Kane County. West Valley City was founded in 1849 as a small Mormon settlement on the east side of the Great Salt Lake. The city's growth began after completion of the transcontinental railroad in 1868 and subsequent waves of settlers from eastern Iowa and other states followed. In 1912, West Valley City became part of Chicago, Illinois; however, it retained its independent character until becoming an incorporated town in 1969. However, World War II brought economic hardship to the town as many local industries were destroyed or mothballed during the war effort. After the war ended, West Valley City experienced increased traffic and pollution from postwar housing developments which exacerbated existing problems such as limited infrastructure and inadequate schools. By 1970, West Valley City's population had decreased to under 50 people and its economy was petering out due to declines in manufacturing jobs and an increasing emphasis on outdoor recreation among residents. In 1990, Mayor Tom Riddle announced plans to redevelop downtown into a community-oriented destination anchored by art galleries, restaurants, nightlife venues and other cultural attractions related to modern day Utah culture. The project received support from local business leaders who saw potential for growth within the core commercial areas of downtown while also providing opportunity for revitalization outside of those areas. By 2000, redevelopment efforts had progressed sufficiently that Mayor Riddle announced plans to make downtown available as open space again between First Street and Dunsmuir Avenue with accessible parking located along First Street itself throughout much of the immediate surrounding district (the "Promenade"). This restoration allowed pedestrians access back into central business districts once again while also creating opportunities for public use outside of traditional commercial corridors - something which has continued into recent years as various aspects of downtown have been renovated or replaced entirely through funding from various sources including private donations/fundraisers).
