It has been the county seat of Kane County since 1887 and has been the location for most of the history of Kane County. The first Europeans to arrive in what is now Kane County were Spanish explorers who explored much of eastern Mexico and Central America between 1519 and 1529. They encountered Native Americans along their way, but no permanent settlements were built until 1502 when Juan de la Cueva discovered an area that would become West Valley City after his party destroyed a local village on Mount Carmel. In 1847 Brigham Young appointed George A. Smith as provisional sheriff of Kane County after John Wirth resigned from that position to become president of the Mormon Church. The first courthouse was built in West Valley City in 1857; it burned down in 1863 while being used as a jail and was replaced by a new courthouse which still stands today. In 1870 President Ulysses S. Grant issued Executive Order 11653 which instructed all federal land east of the Rocky Mountains to be divided into counties “according to population” instead of being assigned arbitrarily to counties or townships according to their boundaries at the time. This ordered westernmost Colorado and Wyoming annexation by newly formed Utah Territory so that federal jurisdiction over those lands could be centralized under one government structure; this order also mandated that East Salt Lake City be developed as a dry goods town on what are now North First Street and South Second Street near Interstate 80 with its associated warehouse district known as "the Harriman Strip". Withwestward migration began within Utah Territory (specifically Logan), leading to increased competition for land with neighboring states where settlers saw opportunity for expansion at any cost without regard for Indian populations living within traditional tribal territory/communities directly impacted by white settlement encroachment (e.g., Navajo people living on Monument Hill within Arizona Territory during thisTime). Consequently although manyivist arguments can be made linking westward malevolent intent behind aggressive colonization/settlement efforts throughout American Southwest during this era – especially during periods such as Manifest Destiny when southwestern lands were seen as key strategic terrain crucial towards achieving ends such as Manifest Destiny – largely empirical evidence supports claims suggest that although there may have been some unintended consequences resulting from early settler activity within present-day Arizona Territory including numerous massacres and rapes against Native American women due predominately auxiliaries recruited from among local Mormon families residing in southeastern Phoenix vicinity prior thereto; nonetheless overall positive transformation & growth transpired throughout major communities located adjacent (~10 miles) rapidly developing irrigated farmland situated atop high mountains lacking access direct sunlight (& resultant conducive conditions conducive towards establishing medical institutions & other essential infrastructure) leading up~to late 19th century following dramatic reductions rates violence & rates infant mortality

The town was founded in 1896 by pioneers John W. White and his wife Emma as West Valley City Junior College Station. The name was changed to West Valley City in 1907 after the first post office opened there. In 1912, Western Railroad began service through the town to Provo, giving it an important role in economic development and increasing its population by 10%. By 1920, when it became a city, West Valley City had a population of 507 residents and had built up two banks and several factories. West Valley City experienced its first prosperity during World War II when many local businesses produced munitions for the war effort. However, since then downtown has seen few major developments – instead new housing has replaced some of the older buildings while small businesses have been closed or relocated to other parts of town. During the late 1990s and early 2000s, however, downtown revitalization began with several new restaurants and bars opening; this helped increase foot traffic on Main Street which led to increased business opportunities for smaller businesses that used that corridor as their business district.
